Port Metro Vancouver is responsible for the administration, management and control of land and water within its jurisdiction. In exercising this mandate, under the Canada Marine Act, we strive to ensure that new developments meet applicable standards and minimize environmental and community impacts.
Port Metro Vancouver is mandated with decision-making responsibilities under section 67 of Canadian Environmental Assessment Act, 2012 (CEAA 2012). Specifically for projects within our jurisdiction that are not subject to a formal environmental assessment as a designated CEAA 2012 project, we must be satisfied that the project will not result in significant adverse environmental effects prior to making any decision that would allow a project to proceed.
To effectively manage these responsibilities, we administer a Project Review Process that involves a planning review and an environmental assessment procedure, and may involve a building permit review.
- The project review applies to land use, construction, and demolition on land and water areas administered by Port Metro Vancouver.
- New developments should also support land use objectives as described in the Port Metro Vancouver Land Use Plan.
- All potential works must be discussed with Port Metro Vancouver staff to determine what level of review is appropriate and what standards will apply.

Port Metro Vancouver accepts plans built to the National Building Code. Please note that effective July 1, 2011, the 2010 editions of the National Building Code of Canada, National Fire Code of Canada and the National Plumbing Code of Canada will be applicable for all new projects on Port Metro Vancouver property. For projects requiring a building permit, completed letters of assurance are required.
